How to Register a Product in UAE
Consultant or Certification Body? Understanding the Difference When Registering Products in the UAE
If you're looking to place your products on the market in the UAE, whether it's for ECAS, RoHS, or CE markingyou'll encounter two essential players: Certification Bodies (CABs) and Product Compliance Consultants. Understanding their roles can save you time, money, and compliance headaches.
This article explains what a CAB does, how it differs from the work of a consultant like myself, and what you really need to get your product approved by MOIAT, Dubai Municipality, or for CE marking in the EU.

01
What we Do as Product Compliance Consultants
We help manufacturers, importers, and exporters navigate the complex requirements for product approvals in the UAE and Europe.
As product documentation specialists, We support you in:
-
Preparing technical documentation for ECAS, CE, or RoHS and others
-
Creating a compliant Declaration of Conformity (DoC) for:
-
CE marking
-
RoHS
-
Medical devices
-
and others
-
-
Advising you how to register a product in UAE
-
Guiding you through how to get a Declaration of Conformity
-
Structuring your product documentation using best practices, proven templates, and decades of engineering expertise
Think of us as your navigator not the referee.
02
What Certification Bodies (CABs) Do
Certification Bodies in the UAE also called CABs (Conformity Assessment Bodies) are officially appointed by the MOIAT (Ministry of Industry and Advanced Technology). Their role is not to help you prepare your documents, but to evaluate them for compliance.
Key responsibilities of certification bodies in the UAE:
-
Verifying product compliance against UAE.S standards
-
Issuing the ECAS certificate of conformity
-
Ensuring the validity of submitted technical files
-
Acting independently, without offering consulting or document creation
Examples of ISO certification bodies in the UAE include TÜV Middle East, SGS, Intertek, and Bureau Veritas.

03
What CABs Cannot Do
According to international best practice (e.g., ISO/IEC 17065), CABs must remain impartial. This means:
-
They are not allowed to help you write or revise your technical documentation.
-
They cannot consult you on how to meet ECAS guidelines or CE marking requirements.
-
They must not influence the content of your Declaration of Conformity document.
In fact, mixing consulting and certification violates international standards of independence.
04
What We Help You With – Before the CAB Is Involved
Before your file reaches a CAB or the MOIAT portal, We ensure your documentation is:
-
Structured properly using proven product documentation templates
-
Fully aligned with ECAS guidelines
-
Ready for upload to MOIAT or Dubai Municipality
-
Includes the correct Declaration of Conformity certificate, not confused with a certificate of compliance
-
Meets all expectations for:
-
Declaration of conformity for medical devices
-
Declaration of conformity CE certificate
-
Declaration of conformity EU and PDF formats
-
Proper use of terms: DoC vs CoC
-
